Lets the number of boxes be x.

No. of boxes =     275     x

No of cartons=     25      16

It is a problem of direct variation: $\frac{x}{y}$ =k (Constant)

$\frac{275}{25}=\frac{x}{16}$

$x=\frac{16X275}{25}=176$

176 boxes can be placed in 16 cartons.
