Moderates in Indian National Congress

The Moderates and the Extremists The Congress programme, during the first phase of the Freedom Movement (1885 1905), was very moderate.

  • From 1885 AD to 1904-05 AD, the Indian National Congress was dominated by leaders called 'Liberals' (moderates), as they aimed to pledge allegiance to the British Government and to submit their demands in form of reports, speeches, articles, memorabilia they had full faith in the justness of the British government.
  • Prominent among the leaders called moderates were Dadabhai Naoroji, Surendranath Banerjee, Gopalkrishna Gokhale, Ferozeshah Mehta, Madanmohan Malaviya, Dinshawacha etc.
  • Liberal (moderate) leaders set up the 'Indian Reform Committee' in 1887 under the chairmanship of Dadabhai Naoroji in Britain to persuade them.
  • In 1888, the "British Committee of India" was established in London and the chairmanship of William Digby.
  • Initially, the attitude of the Government towards the Congress was neutral, an example of this was- Garden Dinner given by Lord Dufferin to the members of the Congress after the Calcutta Session (1886 AD).
  • Partial pressure from the moderates resulted in the passing of the Indian Council Act of 1892 by which certain powers were granted to elected local bodies. Although these reforms were inadequate and unsatisfactory, yet it was considered a result of the political effort of the moderates.
  •  The first Muslim president to preside over the Congress was Badruddin Tayyabji (1887 AD).

  • The first British to preside over the Congress was George Yule (1888 AD).
  • Moderate leader Dadabhai Naoraji was called the 'Grand Old Man of India'.
