Morley-Minto Reforms

Morley-Minto Reform (1909 AD)

  • The number of elected members in the Imperial and Provincial legislative Councils increased - elected non-officials still in minority.
  • Separate electorates were introduced for Muslims.
  • Elected non-officials to be elected indirectly, thus, elections were introduce for the first time.
  • Legislatures could pass resolutions, ask questions and supplementary, vote separate items of the budget. No  responsibility entrusted to the legislators.
  • One Indian was to be on Viceroys executive council.
  • These were Aimed at dividing the nationalistic ranks and at rallying the Moderates and the Muslims to the Governments side.
